It appears from different case descriptions that business-it-alignment can have an important added value for organizations. In most cases this business-it-alignment is realized on the level of an organization. This research is not only about the alignment on the level of an individual government agency, but also on the level above. This is the alignment between autonomous government agencies. Because identical government agencies (municipals, water boards, etcetera) are equal concerning their operations, alignment on the level of processes should be very simple to achieve. That is in theory, because autonomous government agencies with their own democratically chosen boards have no rich history concerning cooperation. This is not very surprising. The autonomous position of these kinds of organizations has led to the situation that no government agency can be forced to cooperate. Every government agency is free to organize its own business processes.
